A viable alternative system concept must be capable of being developed, integrated, and tested on schedule and at the contract cost.

Development of Investment Scenarios and Strategies

Investments needed to develop, integrate, test, and produce a product to procure a new system or upgrade an existing system are dependent on the method of acquisition, and modification.  Alternatives for acquisition include the client developing the data necessary to hold a full and open competition for the upgrade versus hiring another company to do the same tasks, including evaluating proposals, awarding and managing the contract.  Modification alternatives include the client performing the modification or contracting with another company to do the modification.

Development of Operating and Support Scenarios and Strategies
